The goal of the plan is to promote a total of 600 million kilovolt amperes of high-efficiency distribution transformers and achieve an annual electricity saving of 9.4 billion kilowatt hours by 2017. At present, the technical requirements for efficient and energy-saving distribution transformers are high, and the price is not cheap, which may affect their promotion and application. This plan will promote the research and development of high-efficiency transformers through the development of standards and regulations, preferential policies for finance and taxation, and the enhancement of industrialization capabilities.
The plan shows that the annual electricity loss caused by transformers accounts for 40-50% of all electricity losses. Based on the 2013 national power generation of 5.32 trillion kilowatt hours, the power loss of distribution transformers in China is approximately 170 billion kilowatt hours, equivalent to 1.7 times the annual power generation of the Three Gorges Power Station in 2013. The power loss is very serious. Moreover, the distribution transformers currently in use in China are mainly traditional transformers. The plan shows that as of now, the proportion of high-efficiency distribution transformers in the national grid operation distribution transformers is less than 8.5%, and the proportion of high-efficiency distribution transformers with corrugated paper tubes in the newly added quantity is only 12%.
It is reported that due to the short usage time of corrugated paper tubes in energy-saving distribution transformers, there are some controversial issues that cannot be fully accepted by users. The testing standards and techniques lag behind the development of products, and there is a lack of product performance evaluation, rating systems, and means that can reflect different design levels and manufacturing processes. In response to these issues, this plan proposes to solve the problems of low production capacity and poor quality stability of amorphous alloy strips and high-performance silicon steel sheets, as well as the production process of amorphous alloy iron cores and three-dimensional coil iron cores, improve the performance of insulation materials, and strengthen research on energy-saving technologies for distribution transformer systems. Its goal is to preliminarily complete the upgrading and renovation of high energy consumption distribution transformers by the end of 2017, and increase the proportion of efficient distribution transformers operating in the grid by 14%; A relatively complete supporting system and standardized market order have been established, and the proportion of high-efficiency distribution transformer corrugated paper tubes in the new increment reached 70% that year.
